First Gambling Licenses Granted in the UAE: Wynn Resorts and the UAE Lottery

In a landmark moment for the United Arab Emirates, the General Commercial Gaming Regulatory Authority (GCGRA) has issued the country’s first-ever commercial gaming licences.

The recipients — Wynn Resorts and The Game LLC (operator of the UAE Lottery) — mark the official start of licensed gambling operations in the UAE.

Wynn Resorts: A Billion-Dollar Integrated Casino Resort

Wynn Resorts, a global leader in luxury casinos and entertainment, has been granted a licence to operate a large-scale integrated resort on Al Marjan Island, Ras Al Khaimah.

The $3.9 billion project is set to include a hotel, conference facilities, high-end dining, entertainment venues, and a licensed casino.

Expected to open in 2027, the resort will be the first of its kind in the UAE and a flagship example of the country’s move towards regulated, destination-focused gambling tourism.

The UAE Lottery: First National Draw

The UAE Lottery licence was awarded to The Game LLC, making it the country’s first legal national lottery.
The operation covers both physical and digital ticket sales, providing residents and visitors with a regulated alternative to previously unlicensed draws.

The UAE Lottery is also a key testing ground for the GCGRA’s responsible gambling initiatives, incorporating player age verification, spending limits, and public awareness campaigns.
