For decades, the idea of an online casino in the United Arab Emirates (UAE) was unthinkable.

Even accessing foreign gambling websites has long been blocked by the country’s internet service providers, and promoting or advertising such platforms can result in fines or imprisonment.
That rigid framework, however, began to evolve in 2023, when the government announced the creation of the GCGRA — a federal authority designed to regulate and license “commercial gaming” across the Emirates.
This move marked the country’s first official recognition that gaming can be managed and taxed safely, rather than ignored or outlawed entirely.
The GCGRA and the Road to Legal Online Casinos
The GCGRA’s mandate is broad. It oversees four main categories of licensing:
- Gaming Operator Licenses – for companies running casinos or online betting platforms.
- Gaming-Related Vendor Licenses – for suppliers providing games, software, or technology.
- Key Person Licenses – for directors, executives, and compliance officers.
- Employee Licenses – for staff involved in licensed gaming activities.
The focus so far has been on the vendor category.
Global gaming suppliers such as Light & Wonder, Aristocrat, IGT, Scientific Games, Hub88, and Live88 have all secured vendor licenses from the GCGRA in recent months.
These licenses don’t allow them to operate casinos directly, but they enable them to legally provide game content and technology — including online slot systems, table games, and live casino streaming solutions — to future licensed operators within the UAE.
In particular, Live88 has been highlighted as the first live casino studio to receive regulatory approval, signaling that the UAE is preparing for a digital gaming environment where online casinos could operate under strict supervision.
What’s Legal (and What’s Not)
As of today, no online casino is licensed or operational under UAE law.
Any gambling activity conducted online — whether through VPNs, offshore websites, or mobile apps — remains illegal. The government continues to block unauthorized platforms and penalize operators who target UAE residents.
However, the definition of “commercial gaming” in the GCGRA’s charter includes internet gaming, and the authority is already drafting technical and compliance standards for online casino operations.
That means that the regulatory infrastructure for legal iGaming is already being built, even if consumer-facing platforms haven’t launched yet.
The country’s first gaming operator license — awarded to Wynn Resorts for its integrated resort in Ras Al Khaimah — is a clear sign of the government’s readiness to test and control real-money gaming in a physical setting first, before expanding online.
Why the UAE Is Taking a Gradual Approach
The UAE’s strategy is deliberate and calculated. Unlike jurisdictions that opened online gambling markets rapidly, the Emirates are taking a “build first, regulate later” approach.
Three key factors explain this:
- Cultural and religious sensitivity – Gambling is prohibited under Islamic law. Regulation must align with social norms and ensure that Emiratis are protected from potential harm.
- Economic diversification – The UAE is expanding into luxury tourism, technology, and entertainment sectors. A regulated gaming industry supports that agenda by attracting investment and visitors.
- Control and reputation – By approving vendors before operators, the government ensures that the ecosystem is built on responsibility, transparency, and compliance from the start.
When Could Online Casinos Become Legal?
Analysts expect that operator licenses for online casinos and sports betting may be introduced between 2025 and 2026, depending on how quickly the GCGRA finalizes its framework.
The likely rollout sequence will be:
- Phase 1 – Digital lottery and instant-win products
- Phase 2 – Online sports betting (possibly tied to resorts or licensed operators)
- Phase 3 – Fully regulated online casinos with slot games and live dealers
This model would mirror markets such as Singapore and Japan, which adopted gradual, highly controlled legalization with limited licenses and strong responsible gaming systems.
Risks, Controls, and Responsible Gaming
The GCGRA is developing a regulatory model focused on consumer protection and compliance.
Future online casinos will likely be required to implement:
- Verified player registration (KYC)
- Deposit and time limits
- Self-exclusion tools
- Clear game odds and payout transparency
- Integration with anti–money laundering systems
- Regular third-party audits
At the same time, the UAE will continue to enforce strict penalties on illegal gambling websites, offshore advertising, and individuals who participate in unauthorized betting.
