UAE Partners with New Jersey to Advance Gambling Regulation

In April 2025, the General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates signed a formal cooperation agreement with the New Jersey Division of Gaming Enforcement (DGE), one of the most respected gambling regulators in the United States.

This partnership marks a significant milestone in the UAE’s journey toward building a world-class regulated gambling market.

Scope of the AgreementThe memorandum of understanding focuses on four main areas:

  • Consumer Protection – Sharing best practices on safeguarding players and enforcing responsible gambling measures.
  • Cybersecurity – Collaborating on digital security protocols to protect player data and payment systems.
  • Technology and Innovation – Exchanging expertise on gaming systems, compliance software, and online gambling infrastructure.
  • Responsible Gambling – Developing public awareness campaigns and intervention programs for at-risk players.

Why New Jersey?

New Jersey is one of the most established regulated gambling markets in the world, with a reputation for strict oversight and a thriving casino and online gaming sector.
By partnering with the DGE, the UAE gains access to decades of regulatory experience, including:

  • Licensing and compliance management for both land-based and online operators.
  • Enforcement strategies against illegal gambling.
  • Integration of responsible gambling tools across multiple platforms.

Benefits for the UAE

This agreement provides the GCGRA with a direct knowledge exchange on how to regulate both physical and digital gambling environments effectively.
It also positions the UAE to adopt global best practices without repeating the trial-and-error phase experienced by many emerging markets.

Industry analysts believe that this collaboration could accelerate the UAE’s readiness to license iGaming platforms and strengthen its enforcement against unlicensed operators.

Next Steps

Following the agreement, joint working groups are expected to:

  • Draft shared regulatory guidelines.
  • Test new compliance technologies.
  • Plan staff training and exchange programs between the UAE and New Jersey regulators.

This partnership underlines the UAE’s commitment to developing a safe, transparent, and internationally aligned gambling industry, with the GCGRA leading the way.
